ROMB Game Rules
Rule 1: The game. Definitions.
The game "ROMB".
Two (2) teams consisting of four (4) main and four (4) reserve players take part in the game.
The goal of each team is to make it to the opponent's zone and score the largest number of balls into the opponent's goal (utility model).
Goal: own / opponent's.
The gate that the team attacks is the opponent's gate, and the gate that the same team defends is called the team's own gate.
Moving the ball.
The ball can be passed, thrown, hit, rolled, hit in any direction, subject to the provisions of the relevant articles of the Rules described below.
The winner of the game.
The winner of the game is the team that scored the most points at the end of the third period of playing time.
Rule 2: Dimensions and equipment. Playing field and line sizes.
Playing field.
The playing field must be a flat, soft (for example, with a tatami mat covering of at least 40 mm thick and a density of at least 180 kg / cubic meter) diamond-shaped surface without any obstacles (Annex 01) enclosed in a fence 3 meters high, made of a springy mesh with a cell cross section of at least 20 x 20 mm. For official competitions, as well as for new playgrounds under construction, the dimensions measured on the inside of the faces of the rhombus of the boundary lines should be 18.5 meters each of the faces of the rhombus (32 meters long and 16 meters wide at the tops of the rhombus). There should be a gap in the fence for the passage of players to the playing field. The gap should be able to open and close quickly.
Ceiling.
The ceiling height or the distance to the lowest object above the playground must be at least 5 meters.
Lighting.
The playing field must be evenly and sufficiently illuminated. Light sources must be located where they will not interfere with Players and Referees.
Rule 3: Equipment.
Gates.
The gate must be made of durable, preferably plastic, unbreakable material, which is a reliable structure in the form of a pipe with a diameter of 550 mm., curved at an angle of 45 degrees in the upper part, and having an extension at the top up to 90 mm. at an angle of 55 degrees, with a height of 1,500 mm. The surface of the gate body should be smooth and painted bright red.
Fencing.
The fence must be made of a woven mesh made of springy metal (or plastic similar in properties) without protruding elements that can cause injury to players during the game. The fence is stretched on metal supports using cables of the required strength; the supports must be wrapped in a material that excludes injury in a collision.
Rule 4: Judges and their duties.
Two referees with equal rights and the chief referee are appointed for each game. They are assisted by a timekeeper and a secretary. Also, two reserve judges must be present in the judging panel.
The chief referee is at the referee's table outside the playing area, the other referees are subordinate to him. The Chief referee monitors the progress of the game as a whole and the work of the other referees and has the right to suspend the game to adjust the work of the referees.
The referees monitor the behavior of the players from the moment they enter the playing field until the moment they leave.
Before the start of the match, the referees check the condition of the playing field, gates and balls, they decide which ball will be used. The referees also check that the uniforms of both teams comply with the rules. They check the match protocol and the equipment of the players. They also check the number of players and officials in the substitution area in accordance with the accepted restrictions, as well as the presence and signature in the match protocol of the "official person" of each team. The judges also check the condition of the protective fence for reliability and absence of damage. All violations must be eliminated.
A draw is held by one of the judges, in the presence of another judge and the captains of both teams. The draw is made randomly by tossing a coin on the principle of "HEADS-TAILS" (Obverse-Reverse).
At the beginning of the game, two referees take positions on the playground according to the established order of placement of players and referees before the start of the game.
The whole game must be played by the same referees.
They are obliged to monitor compliance with the rules of the game and punish for their violations. If one of the referees fails to finish the match, he is replaced on the playing field by a reserve referee.
The entire refereeing staff is responsible for keeping the score of points scored by teams of players.
In addition, they record warnings, removals, and disqualifications of players.
The timekeeper is responsible for the control of the game time.
The referees are responsible for the correct completion of the match protocol after the game. Exclusions and disqualifications must be recorded in the match report.
Decisions made by judges on the basis of their vision of the facts or on the basis of their assessment of events are considered final. During the game, only the corresponding "official representative of the team" has the right to address the referees.
Referees have the right to interrupt the game or stop the game in case of force majeure factors or actions of other persons that can affect the outcome of the game as a whole.
It is necessary to use all opportunities to continue the game before deciding to stop it.
White is the predominant color on the referee's uniform.
The referee blows the whistle:
- long during the beginning and end of the period
- short if there are violations of the rules by players
Rule 5: Secretary and timekeeper.
The Secretary fills in the protocol:
- write down the names and numbers of the Players who enter the playing field and all the Substitutes who will enter the game
- keep changes in the total score of points in chronological order, recording each score of the ball in the goal.
- show the number of violations received by each Player. Every time a Player commits a violation of the rules, he must raise a number corresponding to the number of violations of this Player and, in such a way that both Coaches clearly see it.
- give a signal to the referees about the replacement of Players.
- the secretary has no right to stop the game and game time.
Duty of timekeeper
- a timekeeper must have a game clock and a stopwatch.
He must:
- Keep a countdown of the game time, as well as the stops of the game, during the stoppage of the game by the judges, the game clock stops.
- Make sure that the signal about the expiration of the playing time of each period sounds very loud. If the signal of the Timekeeper did not sound loud enough and was not heard, the Timekeeper must use all possible means to immediately notify the Judges.
- The game clock must be turned on at the start of the game period.
- The game clock must be stopped at the end of the game period.
Rule 6: Teams.
Being admitted to the game means getting permission to play for the team, taking into account age restrictions.
A team member has the right to play if he is entered in the protocol before the start of the game and until he is disqualified.
Each member of the team is a player or a reserve during the entire playing time.
There may be reserve players on the team bench, as well as persons accompanying the team.
The team consists of:
- 8 players
- a coach
- accompanying persons (no more than 4 people)
Four (4) players can be on the playing field at the same time, the rest are reserve. The team must have at least four (4) players on the playing field at the beginning of the game. The game can be continued even if the number of team players on the court becomes less than four (4).
Rule 7: Substitution of players.
A substitute player may be repeatedly included in the game with the permission of the secretary as soon as the replaced player has left the playing field.
Before entering the playing field, the player who comes on as a substitute is checked by the referee for the correctness and availability of equipment.
Rule 8: The uniform of the players.
All players entering the playing field must have the same uniform (equipment). The combination of colors and the design of the uniform of one team should clearly differ from the other.
Players must have numbers at least 20 cm high on the back of the shirt and at least 10 cm in front. It is advisable to use numbers from 1 to 10. The color of the numbers should clearly differ from the color of the T-shirt. The captain of each team must have a band on his forearm, 4 cm wide, the color is different from the color of the T-shirt.
Players enter the playing field barefoot. It is mandatory to use protection items for the head (helmet), hands (K-1 type gloves), mouth guard. It is allowed to use bands if they are made of soft, elastic material. Players who have not fulfilled these requirements are not allowed to participate in the game until they eliminate the shortcomings.
If there is an injury to the player or bleeding, the referee has the right to stop the game in order to treat the wound and stop bleeding, if necessary, to replace the player.
If there is an injury to the player, bleeding from the player, a sudden deterioration in the general physical condition, the player has the right to contact the Referee to replace him and receive medical assistance.
Rule 9: Captain.
If necessary, the Captain, being the representative of his team on the playing field, may address the Referee in a polite, correct manner and only when the game clock is stopped.
When the Captain leaves the playing field for a valid reason, the Coach must inform the Secretary of the number of the player who will replace him as Captain during his absence.
The team captain can perform the functions of a coach.
The captain, at the end of the game, signs the protocol of the game with the secretary.
Rule 10: Coach.
The coach is the only representative of the team who can communicate with the Secretary during the game to obtain statistical information. This should be done in a calm and polite manner when the game clock is stopped. He should not interfere with the normal course of the game.
No later than 15 minutes before the start of the game according to the schedule, each Coach must hand over to the Secretary a list with the names and numbers of the team players who should participate in the game, as well as the names of the team Captain and Coach.
No later than 5 minutes before the start of the game, both Coaches confirm the names and numbers of the players of their teams. At the same time, they must mark four (4) Players who will start the game.
Reserve Players who are late for the game can participate in the game if the Coach has included them in the list of team players submitted to the Secretary 15 minutes before the start of the game.
When the Coach decides to make a substitution, the Reserve Player must inform the Secretary about it and be ready to enter the game immediately.
Rule 11: Game time.
The game consists of three (3) periods of fifteen (15) minutes.
The duration of the break between the first, second and third periods of the game is ten (10) minutes.
Rule 12: The beginning of the game.
The start of the game is made in accordance with paragraph 4.4 of these rules, the team that will put the ball into play is determined.
The game cannot start if one of the teams does not have four (4) Players ready to play on the playing field.
The game officially begins after the whistle is blown by the referee from the moment one of the teams enters the ball into play, as defined in paragraph 4.4. and. 12.1. of these rules, and the start of the game timer by the timekeeper.
At the start of the game, players and referees must take their places on the playing field in accordance with Appendix No. 22 and clause 4.5. of these rules.
Rule 13: How to play the ball.
In the ROMB, the ball is played using the hands, legs, body, hips and knees.
It is allowed to run with the ball, kick it, block it with any part of the body, throw, hit the opponent with the ball in the process of defending against an attack or in the process of the attack itself.
It is forbidden to hide the ball under items of uniform (equipment).
It is forbidden to throw and strike the ball towards the Referees.
It is prohibited to throw the ball into the goal if the throwing player is behind the base line of the 5-meter goal zone, while fighting for possession of the ball in this zone is allowed.
In case the ball loses its playing properties due to its damage, the ball is replaced with a spare one and the game begins as described in clause 12.3. of these rules.
Rule 14: The ball scored into the goal.
The ball is considered scored when it hits the goal from a throw or kick made by a player who is in front of the base line of the 5-meter goal zone.
Scoring of the ball:
- 1 point if the ball is scored by hands;
- 2 points if the ball is scored with a kick;
Rule 15: The end of the game or period.
The period or the game ends when the Timekeeper sounds signal about the end of the game time.
In the absence of an informational time counter with an automatic final siren, the timekeeper operator uses a table clock or a stopwatch and himself gives the final signal about the end of the game or period.
Rule 16: Violations.
Violation is non-compliance with the rules made by any of the participants of the game, including the referees.
Prohibited strikes are also considered a violation of the rules:
- Hits to the groin area
- Hits to the back of the head
- Hits to the neck
- Hits to the eyes
- Kick in the joint (knee).
- Elbow strikes to the head, neck, back of the head, groin.
- Kicks in the back
- Bites
- Breaking fingers
- Grab the helmet with your hands
- Spit
In case of prohibited strikes on the opponent, the referee shows an electronic scoreboard on which the number of the player who violated the rules and the color of the card in the form of a yellow diamond are displayed.
In case of repeated violation of the rules by the same player, a card in the form of a red diamond is displayed on the electronic scoreboard and the player is removed from the field until the end of the game, while the team remains shorthanded.
